The Specialised Conflict of Interest Advisory Unit (SCIAU) carries out its duties in safeguarding the European Union's financial interests while implementing the Recovery, Transformation and Resilience Plan (RTRP), following the framework established by Regulation (EU) 2021/241 of the European Parliament and the Council on 12 February 2021, which created the Recovery and Resilience Facility.

The Unit has been incorporated into the General Intervention of the State Administration in line with the regulations laid out in additional provision 112 of Law 31/2022, which concerns the General State Budget for 2023. Order HFP 55/2023 on 25 January designates it with the functions of the above-mentioned additional provision:

  • Issuing a report with an opinion on the presence of a conflict-of-interest risk is required when requested by an anti-fraud committee during the procedure outlined in Article 6 of the aforementioned Order. Access to the form for consulting the Anti-Fraud Committees.
  • Dissemination of best practices to avoid and prevent conflicts of interest.
  • Developing practical manuals to help anti-fraud committees and managers identify and manage conflicts of interest.
  • Reporting in advance on policies or procedures to avoid conflicts of interest.
